Full-time Director of Recreation & Parks

 

Reports to : Borough Administrator

Hours/Week : 35 hours/week

Day Time, Evening, Weekends Required: Yes

FLSA: Exempt

Salary: $45,000-60,000

 

Summary:

The Director of Recreation and Parks is a position that reports directly to the Borough Administrator who is responsible for the daily oversight of Borough Operations. The Director of Recreation and Parks liaises with the Recreation Committee. The Director of Recreation and Parks shall be appointed by the Mayor with the approval of the Council and is employed as an at-will employee not subject to state statute tenure provisions. The Director of Recreation and Parks shall report to the Administrator concerning all daily operational and/or administrative matters including but not limited to; adopted policy, contract/human resources administration and accountability, etc.

 

The Director of Recreation and Parks performs a variety of complex professional and administrative work in planning, developing, organizing and coordinating a year-round community recreation program.

 

The following description represents a multi-skilled position classification which includes the skills of managing, supervising, scheduling, budgeting, decision making, directing and performing various tasks relating to general and specific operational activities and processes.  The overall purpose of this position is to provide the management, oversight and coordination required to properly manage a recreation department and execute all areas of community recreation.

 

Specific Tasks and Responsibilities :

The responsibilities of this position shall primarily include, but are not limited to, the following:

 

  • Administrative/Clerical/Record Keeping : Provides a written monthly report to the Recreation Committee, weekly reports to the Borough Administrator. Maintains a current inventory of property and/or equipment. Keeps a variety of records of participation, liability waivers, background check approvals and fees collected and billed. Keeps and updates accurate field schedules for leagues and administers Recreation Guidelines. Completes action items concerning correspondence and issues Field Use Permits. Attends Recreation Committee’s monthly meeting and any necessary special meetings. Responds to all communication from citizens, vendors, elected officials, staff members and supervisors. Provides for risk management practices in conjunction with Borough Risk Manager and Borough Attorney. Ensures all safety rules, regulations and procedures are followed.

     

     

  • Human Resource Management: Trains, supervises and evaluates work performance of all part time and seasonal personnel. Makes recommendations to Borough Administrator for hiring, promotion, discipline and termination. Prepares schedules and assignments for recreation personnel. Prepares personnel payroll vouchers.

     

  • Financial Management: Prepares annual operating and capital budget requests on approved forms.  Submits all purchasing requests as per the Borough’s Purchasing Policy Manual. May submit alternative funding source development plans for programs and improvements. Manages approved yearly departmental budget in accordance with municipal policy and procedures. Performs cost control activities, monitors revenues and expenditures to assure fiscal responsibility. Receives and deposits registrations and fees according to NJ State Statute (48 hours). Applies for funding of programs & ensures compliance with program objectives

 

  • Facility Management: Work cooperatively and collectively with the Department of Public Works staff to maintain and improve all fields and facilities under responsibility of the Recreation Department.  This includes field preparation and routine maintenance. Assist in development of Recreation Master Plan for long range improvements and maintenance of fields and facilities. Shall conduct studies on park and recreation programs; determines community recreation needs. Plans, promotes, organizes and administers a comprehensive recreation and parks maintenance program. Participates in the acquisition, design  and operation of recreation facilities and the arrangements for their proper maintenance and operation.

     

  • Seasonal Programming:  Plans, organizes and directs various programs for Seniors, Adults and Children. . This includes but not limited to: Annual Easter Egg Hunt/ Halloween Party/4 th of July games.  Administers six week summer playground program. Coordinates trips, excursions and senior building activities.

 

  • Inter-local opportunities with surrounding community

     

    Skills and Abilities:

     

    Shall maintain a thorough knowledge of Municipal Recreation Operations as well as executive management and leadership principles.

     

    Shall attend meetings and training sessions determined necessary to keep abreast of the latest developments in municipal recreation operations.

     

    Shall possess the knowledge of the methods used to plan, organize and coordinate a parks and recreation program.

     

    Shall exercise sound judgment in evaluating situations and making decisions and have the ability to remain decisive and alert in emergency and high stress situations.

     

    Shall maintain effective working relationships with officials, department heads, employees and the public, and be able to communicate effectively and tactfully, and in a professional manner with same.

     

    Shall maintain a thorough knowledge of the types and uses of communication, electronic devices, and office/computer equipment used in a government entity.

 

Shall be able to proficiently read, write, speak and understand English. Be able to effectively plan, outline, and supervise the work of subordinates.

 

Education, Experience and Requirements

Candidate shall have a four-year degree from an accredited institution. A degree with a focus in Recreation Administration, Public Administrator, or a closely related field is preferred in the absence of such a concentrated degree; candidates with demonstrated equivalent experience will also be considered.  Candidates who possess a Recreation Administrator Certification from the NJ Board of Recreation Examiners is preferred. Willingness to achieve such certification is encouraged.

 

The Director of Recreation and Parks shall possess a valid NJ Driver’s License, be First Aid Certified and will be subject to necessary background checks.

 

Candidates with excellent management, problem solving, interpersonal skills, leadership experience and a proven ability to make decisions on deadline will be given preference.

            The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.

 

Work Environment :

            The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

            While performing the duties of this job, the employee occasionally works near moving mechanical parts or in outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions and required some work in the field, outside of an office setting.

            The noise level in the work environment is usually quiet while in the office and moderately noisy when in the field.

 

Compensation:

Salary range $45,000-60,000 DOQ

 

This is a full time position. Employees are eligible for medical benefits and shall be enrolled in the appropriate retirement system.. Employee is required to work flexible hours that may include day/evening and weekend hours. Employee will be provided with the Employee Handbook that outlines all time off and benefit provisions.

 

A yearly performance evaluation shall be performed at the completion of one year employment anniversary by the Borough Administrator. Subsequently a performance evaluation will be conducted annually by the Borough Administrator. The Borough Administrator shall make recommendations to the Administration Committee of the Governing Body for salary increases.
